Can I obtain coverage for a Chinese national in China

Question: 
I would like to purchase medical insurance for my wife. She is a chinese citizen, currently living in Beijing. In September she will come to the USA on an immigrant visa, to live near San Jose, California. She currently has no insurance. I would like for her to be covered in China (until September), and also when she arrives in the USA (from September on). Also, I will be traveling with her in China during August and September. Is it possible ot buy travel insurance for her?
